Preamble

     The Blue Book is a reference tool to provide the countries of the Region of the Americas descriptions and information on telecommunications policy and regulatory matters, including challenges and opportunities presented by the development of new telecommunications technologies.


     The descriptions of the circumstances in policies and regulations that exist in certain countries in the region, as described in this version of the Blue Book does not reflect the situation predominant in all countries of the Americas.
